How an AI calling agent works

An AI calling agent (also called an AI voice agent) places or answers a phone call and holds a real conversation. It is not an IVR menu or a recorded message. Four parts work together on every turn:

  1. Telephony. The call travels over a cloud telephony number, a SIP trunk or a SIM in a device. This decides which number the buyer sees, and where most compliance questions sit.
  2. Speech recognition. The buyer’s audio is turned into text in real time. Accent, background noise and code-mixing (a sentence that starts in Hindi and ends in English) are the hard parts in India, so test with real recordings from your own customers.
  3. Language model. The text goes to a language model that holds your script, your qualifying questions and your product facts. It decides what to say next: answer a question, ask the next qualifier, or wrap up.
  4. Voice. The reply is spoken back with text-to-speech. A good setup lets the buyer interrupt mid-sentence, the way people do on real calls, and the agent stops talking and listens.

The loop must finish in about the time a person takes to reply, so the script matters more than the model: short sentences, one question at a time, one clear goal.

Your own leads vs cold lists, and the TRAI rules

Calling someone who filled your form asking for a callback is very different from dialling a purchased list. The first person is expecting you. The second has not asked to hear from you, may be on the Do Not Disturb (DND) register, and is far more likely to report the call as spam. Start with your own enquiries and past customers.

In India, commercial calls and messages are governed by TRAI’s Telecom Commercial Communications Customer Preference Regulations, 2018 (TCCCPR), amended by the Second Amendment Regulations of 12 February 2025. Points we verified in TRAI’s own documents:

  • Registered senders and number series. Commercial communication must use registered headers or numbers from the special series assigned for it. TRAI’s press release on the amendment says the 140 series continues for promotional calls, the 1600 series is designated for transactional and service calls, and senders are restricted from using normal 10-digit numbers for telemarketing.
  • Auto dialers and robo-calls. Every sender must notify its originating telecom operator in writing, in advance, about the use of auto dialers or robo-calls and the objective of those calls (regulation 4 as substituted in 2025).
  • Preferences and consent. Promotional calls may only go to people who have not blocked that category in the preference (DND) register, or who have given explicit digital consent. A customer who opts out cannot be asked for consent again for 90 days.
  • Transactional and service calls. A transactional call is one made in response to a customer-initiated transaction within 30 minutes of it. Mixing promotional content into any commercial call makes it a promotional call.
  • Penalties. Senders who breach the rules face suspension of outgoing services and, for repeat violations, disconnection of all telecom resources for a year and blacklisting.

Key point: we did not find a fixed calling-hours window for senders in the 2025 amendment text; customers can set preferences by category, time band and weekday. How your specific calls are classified depends on the lead’s consent and the call’s content, so check the current TRAI regulations and speak to your telecom provider before you run a campaign.

Writing the call script and qualifying questions

Write the script the way your best salesperson opens a call, then cut it in half.

  1. Open with context. Who is calling and why: “You enquired about our 2 BHK project on our website this morning. Is now a good time for two minutes?” If not, offer a callback time and end politely.
  2. Say it is an AI assistant. Being upfront avoids the buyer feeling tricked later.
  3. Ask three to five qualifying questions, one at a time. Need, budget range, timeline, decision maker and location are the usual set. Each should have answers the agent can map to a field: “within 3 months”, “3 to 6 months”, “just looking”.
  4. Answer only from approved facts. Give the agent your price ranges, locations, timings and policies. If a question falls outside them, the right answer is “I will have a specialist confirm that for you.”
  5. Close with one clear next step. Book a meeting, send a brochure on WhatsApp, or schedule a callback.
  6. Define the outcomes. Interested, not interested, meeting booked, call back, wrong number. Every call must end in one of them so your pipeline stays clean.

Handing over to a person

Decide the handover triggers before launch: the buyer asks for a person, is qualified and ready, is upset, or asks something outside the script. For each trigger, decide who gets notified and how fast they must act.

Here is an illustrative example with made-up numbers, only to show the arithmetic. A coaching institute’s AI agent dials 1,000 enquiries in a month. 450 calls connect, so the connect rate is 45%. Of those, 90 are marked qualified, a qualified rate of 20%. 35 book a counselling session. If the month’s total calling cost was ₹18,000, the cost per qualified lead is ₹18,000 ÷ 90 = ₹200. Is an AI calling agent legal in India?

Commercial calls must follow TRAI’s TCCCPR 2018 as amended in 2025: registered senders, the designated number series, DND preferences and consent, and advance written notice to your telecom operator if you use auto dialers or robo-calls. Will buyers know they are talking to AI?

They should, because the script should say so in the opening line. The agent can still qualify them and book the next step.

Which languages can an AI voice agent speak?
