WhatsApp Business API Pricing in India: What You Actually Pay in 2026
For Indian businesses budgeting WhatsApp for sales and support. Meta’s current per-message rates for India, what is free, what changes on 1 October 2026, how provider fees work, and three worked monthly bills.

The two layers of cost
Every WhatsApp Business API bill has two layers, and most confusion about WhatsApp API cost comes from mixing them up.
- Meta’s charge. Since 1 July 2025 Meta charges per delivered template message, not per 24-hour conversation. The rate depends on the template category and the recipient’s country calling code. Meta sets these rates and publishes them on its rate cards.
- The platform fee. What your provider charges for the inbox, automation and tools. This is where providers differ.
Key point: Meta can update rates on the first day of each quarter. The figures below come from Meta’s INR rate card effective 1 July 2026 and the rate card Meta published for 1 October 2026, both read on 18 September 2026. Check the rate card before you budget a large campaign.
Meta’s India rates by category
These are Meta’s rates for messages delivered to Indian (+91) WhatsApp numbers, per delivered message, from the INR rate card. Taxes are extra.

For reference, Meta’s USD card lists India at $0.0118 for marketing and $0.0014 for utility and authentication. Three rules decide what you pay:
- Delivered, not sent. Meta charges when a message is delivered.
- The recipient’s country code sets the rate. A message from your Indian number to a +971 customer is billed at the United Arab Emirates rate.
- The category is yours to get right. Meta’s documentation warns that whenever a template is used, the business accepts the charges for the category applied to it at that time. Under Meta’s template categorization rules, a template submitted as utility that Meta judges to be promotional is approved as marketing.
Volume tiers cut utility and authentication rates only at very high volume: for India, after 25,000,000 utility or 750,000 authentication messages a month. Marketing has none. The authentication-international rate applies only to a business based outside India that Meta has deemed eligible, which happens once a business sends more than 750,000 messages outside customer service windows in a moving 30-day period to users in markets that have this rate.
What is free, and what changes on 1 October 2026
Meta announced three changes for the second half of 2026. The most important for Indian businesses: replies that were free become chargeable from 1 October 2026.

The free entry point window opens when a user messages you from a Click to WhatsApp ad or a Facebook Page call-to-action button on the Android or iOS app, and you reply within 24 hours. From that reply, every message you send for 72 hours is free, templates included. The customer service window still runs separately, so once it closes you can only send templates.
The 1,000 free service messages reset monthly and do not roll over. If your WhatsApp Business account has no payment method on file by 30 September 2026, Meta will stop delivering its service messages once they become chargeable. Replies written by a person or a third-party AI agent are service messages; Meta Business Agent, Meta’s own AI agent, has been billed per token since 1 August 2026.
How provider fees work
Meta’s charge covers message delivery. The inbox, automations and CRM come from your provider, and in the Indian market you will see three pricing shapes:
Per-message markup
A margin on each message above Meta’s rate. Cheap to start, but it grows with every broadcast.
Flat subscription
A plan for the software, with Meta’s charges passed through at Meta’s rates. Predictable and easy to check.
Hybrid with a wallet
A subscription plus a prepaid wallet for usage, sometimes with extras for seats or AI replies.

Worked monthly examples
The assumptions below are illustrations, not averages. All use Meta’s India rates from the table above and the rules that apply from 1 October 2026. Platform fees and GST are excluded.
Example A: a clinic or local service business, one number
- Assumption: 2 marketing broadcasts a month to 1,500 opted-in patients each.
- Assumption: 2,000 utility reminders (appointments, reports ready).
- Assumption: 2,400 free-form replies from the front desk and AI agent.

Example B: a growing sales team, two numbers
- Assumption: 4 marketing campaigns a month to 10,000 opted-in contacts each.
- Assumption: 8,000 utility messages and 5,000 login OTPs.
- Assumption: 12,000 service replies across two business numbers (2 × 1,000 free).

Marketing is ₹34,524 of ₹37,169, about 93% of the bill. If invoiced by Facebook India, 18% GST adds ₹6,690.42, for ₹43,859.42. List size and broadcast frequency decide your WhatsApp API cost far more than replies do.
Example C: leads from Click to WhatsApp ads
Assumption: 1,500 people message you from a Click to WhatsApp ad in a month and your team or AI agent replies within 24 hours. Every message in the next 72 hours, templates included, costs ₹0. Opening those 1,500 chats with a marketing template instead would cost 1,500 × ₹0.8631 = ₹1,294.65. The catch: the free window only opens if you reply within 24 hours, which is why speed matters (see speed to lead).
How to lower the bill
- Categorise honestly. Send real transactional updates as utility (₹0.1150) and keep offers out of them. Meta treats mixed content, such as an order update with a discount code, as marketing (₹0.8631).
- Shrink the list before you grow it. Send marketing only to opted-in contacts who engaged recently. A smaller list at ₹0.8631 each beats a big list of people who ignore you, and poor engagement also hurts your quality rating.
- Use Click to WhatsApp ads as the entry point. Replying within 24 hours opens the 72-hour free window for the whole first conversation.
- Answer inside the window. Replies to a customer who just messaged you are free until 30 September 2026 and draw on the 1,000 free service messages after it. Once the window closes you need an approved template, and a promotional one costs ₹0.8631.
- Batch reminders. One utility message with the date, time, location and a reschedule button is cheaper than three separate nudges.

Do volume discounts apply to small businesses?
Rarely. Volume tiers cover only utility and authentication, and for India the first utility discount starts after 25,000,000 messages a month (750,000 for authentication). Marketing has no tiers.
Does GST apply to Meta’s WhatsApp charges?
Meta’s Help Center states that WhatsApp Business Messaging services billed by Facebook India carry 18% GST. If you pay through a provider’s wallet, check how GST shows on that provider’s invoice.
